Improvement of greenhouse gas MRVA system and database application analysis initiative

The main objective of this project is to assist EPA to promote the greenhouse gas (GHG) Monitoring, Reporting, Verification and Accreditation (MRVA) management scheme and to provide improvement suggestions for the related regulations and policies. Related work item includes the following 1) analysis of the regulations of greenhouse gas MRVA system exercised among foreign nations, 2) analysis of emission data in response to revision of existing regulations, 3) the periodical compilation of reports on the status of greenhouse gas emission registry, assistance on the review of applications for qualification and modification by verification bodies, and performing inspections of the facilities and verification bodies, 4) providing consultation services to facilities, local governments and verification bodies regarding greenhouse gas emission registry related regulations, 5) the launch of the revised assigned entity greenhouse gas registry system. Regarding the greenhouse gas monitoring and reporting, in order to improve the data quality of the greenhouse gas inventory, apart from gathering regulation of data quality exercised among foreign nations, 20 on-site inspections were done to further understand the calculation of emissions more in detail in order to provide feedback for the revision of the regulation of greenhouse gas monitoring and reporting. The revision proposals include adding new rules such as increasing the frequency of detection, analysis and measurement of calculation parameters. On the other hand, to construct the details of voluntary reduction projects and the related procedures of application and approval as supporting measures for the carbon fee scheme, global industrial GHG reduction trends and industry-specific GHG reduction technologies are taken into consideration. Regarding the verification and accreditation , suggestions for revisions are made to elevate the quality of verification to the EPA for future policy implementation by the following 1) research and analysis of the policy of international verification and accreditation, 2) performing 7 inspections of the verification body, 3) research and analysis on the revised ISO 14064 series and the review of most recent 3 years of review cases for verification license application and the Offset Project application, 4) research and analysis of the GHG reporting and assurance related regulations promoted by the Financial Supervisory Commission.
